Jazmine was raised and born in Philadelphia, Pennsylvania. Pam was Jazmine's mother. She is a former backing singer with Philadelphia International Records. When she was 5 years old, her father landed a position as a curator of The city's Historic Strawberry Mansion in the Strawberry Mansion section, and her family relocated to the historical landmark. In 2005 she graduated from Philadelphia High School for the Creative and Performing Arts with singer-music major. Sullivan started singing in children's chorus as a contralto, later she joined the adult chorus just a few years afterwards. Sullivan was not exposed to secular music at first. "I started singing as a soloist in the church, and someone was urging me to sign up to record a gospel song at the age of 11. But I wasn't ready to do that," she says. After that, McDonald's held a contest with children from large cities. I was able to perform "Accept what God allows" at It's Showtime At the Apollo. And the people were very enthusiastic. She was just 13 when she sang along with Stevie Wonder for his grandson's birthday. Sullivan was signed initially to Jive Records at the age fifteen. In the age group of 15 she signed with Jive Records. She made an entire album there, but it wasn't made available for release. Sullivan was then dropped by the label. The singer had a great working connection to Missy Elliott. Elliott produced many of her tracks which included "Backstabbers" the track that was written by Timbaland.
